Early Career
T. Scott Harris began his career in county government with Hanover County Public Utilities in 1986. His first position was in the engineering division inspecting the construction of water and sewer lines. In another position as project manager, Mr. Harris managed projects ranging from the Doswell Limited Partnership Power Plant to the consolidation of the Hanover County utilities system with the Town of Ashland Water and Wastewater System. Over his 13 year tenure with Hanover County Public Utilities, Mr. Harris served in many different positions throughout the department. His final position was the Chief of Operations and Maintenance. In 1999, Mr. Harris decided he wanted to serve the citizens in a public service role and successfully ran for Commissioner of the Revenue.
Work as Commissioner of the Revenue
Since being elected Mr. Harris has strived to improve all functions within the department. With an emphasis on eliminating the need for paper storage, the commissioner's office was one of the first county departments to implement a document imaging storage system. The system scans and electronically stores paper documents in a secure environment. Having the system encourages efficiency in maintaining and accessing taxpayer records from any workstation. In addition, the department introduced automation and increased accountability into every aspect of the tax assessment process. While efficiency and accuracy are priorities, continually improving customer service has been the overriding focus during Mr. Harris' time in office.
Mr. Harris is an active member in the Commissioner of the Revenue Association of Virginia, the Virginia Association of Assessing Officers and the Virginia Association of Local Tax Auditors. He is a past president of the Commissioner of the Revenue Association. In 2003, Mr. Harris received his designation as a Master Commissioner of the Revenue from the Weldon Cooper Center for Public Center at the University of Virginia. In 2009, Mr. Harris received the Sam T. Barfield Award for Excellence from the Commissioner of the Revenue Association of Virginia. The association presents the honor to the Commissioner of the Revenue whose work and accomplishments over a period of years have consistently demonstrated a commitment to professionalism, their fellow commissioners, the Association and the citizens of the Commonwealth of Virginia.
Personal Background
Mr. Harris is a native of Hanover County. He is a graduate of Patrick Henry High School and holds a Bachelor of Science degree and a Master's Degree in Public Administration from Virginia Commonwealth University. He is an active member of the Courthouse Ruritan Club, the Mechanicsville Businessman's Association, the Hanover Association of Businesses and Chamber of Commerce and St. Paul's Episcopal Church. Mr. Harris is married to his high school sweetheart, Wendy. They have 3 grown children, 1 grandson and live in the Hanover Courthouse area.
