The council consists of 2 appointees from each of the 7 magisterial districts in the county who serve as voting members. Non-voting members include 1 representative from Senior Connections, 1 representative from the Department of Community Resources and 1 representative from the Department of Social Services.

Purpose
The council serves as a consultative and advisory body for the Board of Supervisors and other county boards, commissions, agencies and departments on issues pertaining to the quality of life of the citizens of Hanover County ages 50 and over.
Scope
The council plans and hosts several special programs during the year to share information on services and resources for older adults.
