Municipal Utility Relief Program to Assist Customers

On December 7, 2020, Hanover County Department of Public Utilities was informed that it received a grant under the Federal CARES Act and Virginia’s COVID-19 Municipal Utility Relief Program to Assist Customers. Eligible customers may receive assistance paying past due balances on their water and sewer accounts due to COVID-19 related circumstances. Past due balances for services billed between May 19, 2020 and November 19, 2020 for both residential and non-residential are eligible for relief.

To qualify, you must have incurred an economic hardship due to COVID-19 and must attest to this on the enclosed CUSTOMER INTAKE FORM. 

If you have incurred an economic hardship due to COVID-19 and desire to participate in this program, a CUSTOMER INTAKE FORM must be completed and received by Hanover County’s Department of Public Utilities by 5:00 pm on April 30, 2021 to ensure evaluation of your account.

There are six ways to pay your bill:



Online Through Your Bank's Bill Payment Service

  • Payment can take up to five business days to process. There is no additional charge for making a payment this way.

By Mail

  • Mail payment to:

    Hanover, VA 23069
  • Include the remittance stub from your bill. If you do not have your remittance stub, write your account number on your check before mailing.
  • If you do not know your account number, call 804-365-6024.

In Person

  • We are in the Administration Building located at:
    7516 County Complex Road
    Hanover, VA 23069
  • Our office hours are 8:30 a.m. to 5 p.m., Monday through Friday.
  • We accept:
    • Checks
    • Debit and/or Credit Cards (A convenience fee will be charged for using a credit card. There is no fee for using a debit card.): American Express, Discover, MasterCard, and VISA
  • Cash can only be accepted at the Treasurer's Office, located at 7507 Library Drive in the Chenault-Weems Building. The Treasurer's Office hours are 8:30 a.m. to 5 p.m., Monday through Friday.
  • We also have a drop box located in our office and in front of the Chenault-Weems Building. The Chenault-Weems Building drop box is available 24 hours a day, seven days a week.

Online Using a Credit or Debit Card

  • You will be charged a convenience fee for paying online with a credit or debit card .
  • There has been a modification to the format of account numbers.  While your account number has not changed, your account number now includes leading zeros.  Customer Number must equal 8 characters in length by adding leading zeros.  Account Number must equal 7 characters in length by adding leading zeros.   • You must have your account number to use this option.
  • Payment is received in our office the following business day.
  • The website accepts the following debit and/or credit cards:

  • Once you have paid and received a confirmation number, a confirmation number will also be sent to our office.
  • You do not have to register to make a one time payment. You may instead select online payments.

  • You must have your account number to use this option.
  • Your account number can be found on your water and sewer bill. Enter the first half before the dash, press pound, then enter the second half and press pound again.
  • You will be able to make a payment after hearing your account information.
  • Payment is received in our office immediately.
