County Administrator

John Budesky John A. Budesky is Hanover's County Administrator, appointed by the Board of Supervisors on March 25, 2020.

John has been a local government administrator for over 28 years. Most recently John served as County Administrator for Goochland County and prior to that role he served as a Deputy County Administrator for Hanover County, Virginia. Before Hanover, he served as the City Manager for the City of Manassas, Virginia. He also was appointed as the Executive Director of the Virginia Workers’ Compensation Commission during two separate Governor Administrations. Prior to serving the Commonwealth, he was the County Administrator for New Kent County, Virginia, Assistant City Administrator in the City of Hagerstown, Maryland, and a Department Head within Washington County government, in Hagerstown, Maryland. He has also operated a private consulting company specializing in strategic planning, team building, and community relations.

In his on-going effort to support future generations of government leaders, he was recognized for his efforts to establish a series of lessons for “Emerging Leaders” in the local government profession. He won the prestigious Wallerstein Scholarship that is administered by the Weldon Cooper Center for Public Service, with the University of Virginia, and the Virginia Municipal League. He also serves as an Instructor in the Virginia Tech Masters of Public Administration Local Government Certificate program.

He is a member of the Virginia Local Government Management Association, the International City/County Management Association, LEAD Virginia, provided past service on the Board of Directors for Leadership Metro Richmond (LMR), and has actively engaged in a number of school based and community service organizations. He also serves on The Greater Richmond Partnership, the Greater Richmond Convention Center, and the Virginia Risk Sharing Association Board of Directors.

He has obtained his Bachelor of Arts degree, majoring in criminal justice, from Edinboro University of Pennsylvania, holds a Graduate Certificate in Public Management from Shenandoah University, and a Management Certificate from the University of Maryland. He has obtained his Masters of Public Administration from Virginia Tech and has been a Credentialed Manager through the International City/County Management Association. 

John is a native of Pittsburgh, Pennsylvania and in his spare time he enjoys sports, classic cars, motorcycles, movies, and antiquing. He is the proud and loving father of two children, Emily and Evan. 

Hanover's County Administrator is responsible for implementing the policies and procedures established by the Board of Supervisors. The County Administrator is the chief executive of the County government. He also directly supervises the departments of Fire and EMS,
Human Resources and Economic Development as well as the Department of Communications and Community Engagement, which is a part of County Administration.


Deputy County Administrators


Jay BrownJay A. Brown currently serves as Deputy County Administrator for Administrative Services for Hanover County. Jay provides leadership to the County’s strategic planning, organizational and performance management initiatives. 

Jay has been in local government for nearly 20 years. Most recently Jay served as Director of the Department of Budget and Strategic Planning for the City of Richmond and prior to that role served as the Deputy Budget Director for the City of Richmond as well as the Assistant County Administrator and Finance Director for Charles City County, Virginia.  

Jay is certified by the Virginia Government Finance Officers Association and is pursuing Credential Manager certification from the International City/County Managers Association. He also completed the Senior Executive Institute (SEI) program at the University of Virginia as well as the Bloomberg/Harvard City Leadership Initiative.

He is a member of the Virginia Local Government Management Association, the International City/County Management Association, National Forum for Black Public Administrators, and the Government Finance Officer’s Association. He was also appointed by two Governors to serve on the Radford University Board of Visitors.

He obtained his Bachelor, majoring in political science, from Hampton University, Masters of Public Administration from Virginia Tech, and Doctorate in Public Policy and Administration from Virginia Commonwealth University.

Jay is a native of the Richmond region and in his spare time enjoys exercising, sports, and music. He currently lives in Glen Allen with his wife Chantel and two children McKinley and Ethan.  

Jay supervises the departments of Finance and Management Services and Information Technology as well as the County Clerk function. He also serves as a liaison with County partners such as Constitutional Officers and the Registrar, supporting the Assessor's Office and Internal Audit



Todd KilduffTodd E. Kilduff, P.E., currently serves as the Deputy County Administrator for community development departments.

Todd has been serving the public in local government for over 10 years. Most recently he served as Deputy County Administrator for Goochland County after being promoted from their Director of Public Utilities position.  

Prior to his public service, Todd worked for a handful of private agencies. He started his career at the National Institute of Standards and Technology (NIST) in Gaithersburg, MD where he inspected Geotechnical Engineering Laboratories all over the Country. After his time at NIST he was quickly hired by VIKA, a Civil Engineering firm in Germantown, MD where he stayed for several years. After tiring of the Washington D.C. traffic and having the desire to purchase a home, he made a personal decision to move farther south while still being close to some family members, ultimately deciding on the Richmond area. 

While here, Todd worked several years at a local engineering firm and, after the housing market crash, received a job offer as a Project Team Leader for a privatized utility owner with the Federal Government/Military at Fort Bragg, NC.  After the economy begin to show signs of recovery, Todd wanted to move back to the Richmond area and was offered the Director of Public Utilities in Goochland County, and ultimately became the Deputy County Administrator, where he stayed for close to 10 years. In December 2021, Todd was offered the Deputy County Administrator role here in Hanover County where he is extremely happy to be and thoroughly enjoys working with the amazing citizens here in Hanover County!  

Todd is a member of the Virginia Local Government Management Association, the International City/County Management Association, LEAD (Weldon Cooper Institute) at UVA (2022 graduate), 2019 graduate of Leadership Metro Richmond and a soon to be graduate with the class of 2023 for Leadership Hanover! Todd also served 4 years as Secretary/Treasurer for the Virginia Rural Water Association (VRWA).

Todd obtained his Bachelor of Arts degree in Environmental Analysis and Planning from Frostburg State University in Maryland and supplemented his major with numerous night classes to be eligible for the Professional Engineering exam, which he took and passed on the first try in 2011. Todd is also a Class IV Water Operator and holds a certificate from the Land Use Education Program as a Certified Planning Commissioner. 

Todd is the proud father of an 11-year-old son who will soon be a 6th grade graduate.

Todd supervises General Services (Facilities, Fleet and Risk Management divisions), the Building Inspectors Office, Planning, Public Works and Public Utilities. He is also the liaison to the Hanover-Caroline Soil and Water Conservation District and the Virginia Cooperative Extension Service.


Jim TaylorJames P. Taylor is Deputy County Administrator whose areas of responsibility include human services and some public safety departments.

Jim has worked for Hanover County for the past 23 years. He has a BA in Government from the College of William and Mary and a Masters of Public Administration from Virginia Commonwealth University. He is past president of VALHSO, the Virginia Association of Local Human Services Officials. He has participated in the Senior Executive Institute at the University of Virginia and Leadership Metro Richmond. He is an ICMA Credentialed manager (ICMA-CM) granted by the ICMA Executive Board through a peer review credentialing process. The ICMA Voluntary Credentialing Program recognizes ICMA members qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development. He also serves on the Executive Board of the Virginia Local Government Management Association.

Jim and his wife Kelly live in Hanover County. They have four children.

Jim supervises Animal Control, Community Corrections and Pretrial Services, Community Resources, Community Services Board, Emergency Communications , Parks & Recreation and Social Services. He is also the liaison to Juvenile Court Services, the Virginia Department of Health, and the Pamunkey Regional Library,
