Responsibilities

The treasurer is the custodian of all public monies of the county. The Treasurer's Office is responsible for ensuring that local funds are collected, received, invested, safeguarded and properly disbursed. The treasurer is a constitutional officer who reports directly to the people of Hanover County. The treasurer is elected every 4 years by citizens of the locality he or she serves.

Virginia's city and county treasurers are the chief financial officers for their localities, collecting taxes and local fees, and making payments on behalf of the local government. The treasurer is directly responsible for tax collection and provides general oversight and custody of all other funds collected by the county including:
  • Court, Sheriff and Clerk fees
  • License taxes
  • Permit fees
  • Personal property taxes
  • Real estate taxes
  • State estimated taxes
  • Water and sewage charges

Divisions

The Treasurer's Office is organized into 3 divisions:
  • Accounting manages the county's banking and investment relationships, reconciles county bank, bond and investment accounts, as well as tax revenues. Email the Accounting Division for banking and investment inquiries. Located in the Chenault-Weems Building. Send all correspondence to:

  • Customer Service oversees the collection of current personal property and real estate taxes, business license fees, storm water fees, fire alarm fees, estimated income tax, and fees. This division issues dog tag licenses and landfill decals. Email the Customer Service Division for general information and customer service related inquiries. Elected Official

In Virginia, the public elects not just its local, state and federal representatives, but also its constitutional officers, so named because their offices are specifically established in the Constitution of Virginia. This system of government dates back to its earliest days of the nation and is based on the presumption that the most important services of government should be made directly accountable to the citizens by popular vote.

The elected post of treasurer was created in the Virginia Constitution of 1870.

Legal Authority

Legal authority for the treasurer's duties and responsibilities is governed by the Constitution of Virginia, the Code of Virginia, local ordinances, case law, court decisions and opinions of the Attorney General.

Freedom of Information Act

The Virginia Freedom of Information Act (FOIA) guarantees citizens of the Commonwealth and representatives of the media access to public records. The treasurer has adopted the county's Public Records Requests (FOIA) Policy.
