County Administrator's Office

Cecil R. "Rhu" Harris Jr. is Hanover's County Administrator, appointed by the Board of Supervisors on Nov. 10, 2004. Rhu Harris had been Interim County Administrator since May 28, 2004. He has been with Hanover County since 1984, when he was hired as Assistant Director of Finance. Rhu Harris became Finance Director in 1987. He served as Acting Assistant County Administrator from 1990 to 1991, when he was appointed Director of Finance and Administration. He became Assistant County Administrator for Finance and Administration in 1994 and was appointed Deputy County Administrator in 1998.

Hanover's County Administrator is responsible for implementing the policies and procedures established by the Board of Supervisors. The County Administrator is the chief executive of the County government. Rhu Harris also directly supervises the departments of Human Resources and Economic Development.

Frank W. Harksen Jr., Deputy County Administrator, supervises the Building Inspectors Office, Parks & Recreation, Planning, Public Works  and Public Utilities. He is also the office's liason to the Pamunkey Regional Library, the Hanover-Caroline Soil and Water Conservation District and the Virginia Cooperative Extension Service.

James P. Taylor, Deputy County Administrator, supervises Community Corrections and Pretrial Services, Community Resources, Community Services Board, Emergency Communications , Fire and EMS and Social Services, and is the liaison to Juvenile Court Services and the Health Department.

John A. Budesky, Deputy County Administrator, supervises the Assessor's Office, Finance and Management Services, General Services, Information Technology, Internal Audit and the Public Information Officer. He also is the office’s liaison to several Constitutional Officers, including the Treasurer, Commissioner of the Revenue, Clerk of the Circuit Court, and Commonwealth's Attorney.
